Level is a statistic that applies to all weapons, accessories and armor. It is used to calculate the value of other statistics, such as damage and effects. It can be increased up to 19 using the Upgrade Station.
An item's current level is displayed in its tooltip.

Fish also have an internal level, used to calculate how difficult they are to catch.
